Cannabis have been outlawed for a long period of time around the world.
However, some states, especially in USA, attempt to reform this long-lasting custom.
What is the trigger to let the policy-maker accept this toxic things?
The first reason is that it will increase the amount of national budget. Currenntly, cannabis is traded only through the black market and do not contribute to national budget. And it supply the monetary resourse to mafia for a long time.
The second one is, more importantly, the just usefulness of cannabis for certain disease.
On the other hand, the opponent emphasized the dangerness of this policy.
For the policy maker, it's not simple question concerning whether they accept or, not. They have to consider how they can retrain the over-use and use by children who do not have free.
And even though some academical paper prove it do not affect to someone's health so severe, the paper only focus on the short-period, not long-period.
